Its possible with AdminMod , AFAIK KMod, and some luas like http://wolfwiki.anime.net/index.php/User:Luk4ward#bad_names

Not sure which mod you are asking for but for silent mod you can use inbuilt mod feature:

I also use g_maxNameChanges so players can't spam name change and cause trouble. Only 2 name changes allowed per map.
